We have and they certainly can be helpful with certain kinds of tasks (data entry or data gathering from sources available on the Internet being probably the two biggest). https://www.upwork.com/ is probably the best place to go to find them.

There is unfortunately no such thing as a perfectly accurate ARV. You want to find the most comparable houses you can nearby that have sold (and didn't need rehabbed when sold) and then make adjustments as necessary (say add $5000 because one house was a 3 bed 1.5 bath and the other was a 3 bed, 2 bath). If the highest sale in the neighborhood was $225,000, it is unlikely that this house will be worth much more than that when done.

I've definitely seen 1 and 3. Haven't seen (or even heard of) number 2 happening, although I'm sure it has. Finance has a lot of scams in it unfortunately.

Much of it depends on how nice the neighborhood is. If it's a rather low end neighborhood, I wouldn't put that kind of money into it (although I probably would try to open the kitchen up a bit, that is always a big bonus). On the other hand, if it's in a really upscale neighborhood, those kind of expenses are likely worth it. Do you have the ARV and some comp sales prices?

I've seen some lenders that specialize in that sort of thing. Here in KC, Peak Financial will do that (but only at 50% LTV, I believe). They are few and far between though.
