The difference here is what the market commands. If no other rentals in my monthly range have A/C then I'm not going to either.
For the rents I charge and 85% of neighboring rentals having A/C it 'forced' me to add A/C. All depends on the market.
I hate window units, hate the look, hate the water damage from them when people have them sloped the wrong way, hate the calls of the breaker tripping.

As others said the oil unit needs to be switched with a gas furnace.
Our cottage used to have a oil furnace and once gas was ran down the road we switched it. The thing is rented during the winter. We would always get stuck with a empty tank when the people left or they didn't have the money/credit to get the thing filled. It was a major PITA.
Propane/Oil doesn't work with a rental.

I put 2 two ton units and 1 two and a half ton unit in last year for a average cost of $1,150 each.
Purchased them new on a auction. Set and wired myself. Had my HVAC guy set the coil and plumb them.
What heating and cooling companies want is crazy.

I would counter them and split the difference. Reduce $35 a month.
However I think everything is negotiable, and it almost always is.

I've had the same thing. I said once you figure it out I would like to know how to turn it on also.
Ended adjusting the rent $35/month, that they agreed to, and installed central air.

Hopefully you bought the park for a song and have deep pockets.
I've seen a few parks turned but its a huge undertaking and very frustrating.
There was a bank owned park here that auctioned, 83 sites, our bid was $113k. A farmer bought it and bull dozed the thing. It's a cornfield now.
