if a property has a tax lien or a mortgage how would you close when assigning such a property? Are checks cut at closing?

There are a lot of properties up here that have potential. Albany was moving sideways for a while but I think we are headed in the right direction. They are constructing a convention center and have seen a lot of construction taking place(due to my career).
Albany has a variety of properties just like any other city. You have your good neighborhoods and bad.
