Michael is right when say you need to determine your market. This will help you to recognize if your numbers make sense for a project. This will let you know what properties are selling for in the area, what price point you need to purchase within and then a budget to be within.
It is also good to know about the area's building code requirements, permits etc. To know the cost and hopefully keep yourself away from potential issues :)
I would say right now you do not want to overspend on finishes! The high-end market I feel is softening, personally.

Hey, @Nick Hathoot thanks for starting the thread! When investing in condos, its all about the HOA :) I have been practicing real estate and investing in Chicago for many years now and in this market, I much prefer the 3-6 unit market v. condos personally but when I analyze condos, here is what I am looking at,
#1. For an investment property, do they allow rentals? are there any restrictions? Are there any changes regarding rentals being discussed in the condo association meetings? (maximum number or percentage of rentals allowed at one time, waitlists etc)
#2. What's included? Many times the water, trash and common insurance will be included. There may be other utilities or amenities included as well, which will increase your monthly pay in. Heat & ac, basic cable or internet packages, parking, storage etc. Even to the building amenities such as door person, dry cleaning, gym, pool etc.
#3. Are there any special assessments pending or being discussed? How are the current reserves of the building? (to calculate additional future expenses)
#4. Check your comps! (both rentals and sales) A big competitor for that area will be the apartment rental buildings which offer very nice (some new) amenities and other incentives for tenants, that some of these older buildings n the loop have a hard time competing with.

Are you considering living in the property and doing the owner-occupied? This is how I first built my portfolio by house hacking! Living onsite in one of the units and renting out the other units. Some were only a little value-add and work to be done and then as I got more experience I was into the complete gut rehab down to the studs on some. Now starting the next one ground up!
