35217 is Tarrant City.  It is a rental area.   

Would the reverse be grants and tax breaks to encourage gentrification?

I just typed in my address and I read a bunch of paragraphs that basically told me I live in the ghetto along with inaccurate statistics which if correct would make this area look even worse. The only thing I found useful was that it listed the year range in which most homes here were built. Anything built prior to the 70's and you are going to have a hell of a lot of upgrade. So that part was of some benefit.

D properties are my plan because A. That is what I can afford B. They can be obtained without loans and C. I dont have to pay labor for rehab plus D. people who rent in these areas arent too choosy....not that I intend on being a slum lord and E. Being from this area I know which blocks are relatively safe and which ones are not.

 It means it is an old school fuse box and in some jurisdictions it would need to be upgraded in order to pass inspection.  Electricians are expensive.  This is what the new school boxes look like.

You can go directly to the state and apply to purchase the property online:  http://revenue.alabama.gov/advalorem/

Click on the left where it says "tax delinquent property for sale".  And just because it says not owner occupied doesn't mean it is true.  A house I found had a very well settled hobo & his dogs  PLUS piles of garbage.  It would be a good idea to do a drive by and be sure of it's status.

Also the quote that you get from the Jefferson county site is not an accurate one.  I called the state and asked them about that quote and was told that it would be totally different from the one I will get from the state.  I have not got any quotes yet (just letters saying the property is no longer available).  Once I get one I will compare the quotes.

I'm a rookie too so im not 100% sure: if the state has had it up for sale for over 3 years you will receive the tax deed. With that you can take possession and go to probate court to quiet the title and "own" it but the previous owner would still have another 3 years after that date to redeem.  I'm sure someone knowledgeable will chime in.
