Hello @Michelle Lutz .
2 issues:
1. Land development is complicated and expensive. There is plenty of risk.
2. I am not a fan of retail space (see AMAZON.COM).
Personally, if you think $400k is a good offer for the real value of the land, then I would prefer to take the capital and re-invest it into something I know better.

I won't comment on the impact on rents, but curb appeal can go a long way in helping a post-purchase appraisal if you are looking to refi and pull some cash back out.

Just say you drove/walked/unicycled/drone flyby and saw their property. It is in a neighborhood you have identified as an area you would like to invest in. Etc.
