You typically will not be able to use your VA loan in any other area than where you live. Also, VA loans typically do not work for the BRRR strategy due to property inspections, timeliness of closings and associated seller costs.

I would recommend you find a local REI mentor close to whereever you are at and shadow them. Find a private money lender, volunteer on rehab projects, etc.... you are young so if you spend 3-5 years getting your hands dirty so to speak you will be a superstar in your 30's.

2-4 units in Pflugerville, CP or Leander. Maybe even going out east to Manor/Elgin.

It will depend on your down pmt or if you are paying cash. Keep in mind that you need an effective real annual return of at least 5% once vacancies/repairs/fees/appreciation are taken into account to keep up with inflation to break even. 

Other than that your criteria should be relatively easy to fulfill.

You should not have a problem getting the property leased right now provided you are around market rents and the property shows well. IMO i think you will get a better deal in Cedar Park in regard to cash flow vs. out of pocket costs than the Austin area. I would look as close as you can get to 620/183 or Lakeline/183. Those areas have alot to offer.

You can structure this as a lead purchase service or partner with a RE Broker for the referral commissions. There are a few other ways to structure this that may make sense depending on your startup capital.
