This is just downright crazy, I have lived in the Buffalo area my entire life and never dealt with anything like this.  I live in one of the areas that the band of lake effect snow just sat over us dropping 5" per hour.  Currently were at 60" and the sun is finally out but they are calling for the band to reorganize tomorrow and come back through and sit again for 5 hours or so dropping an additional 2' of snow. 

We will have officially gotten the entire winters normal snowfall in just over 48 hours.....

A good inspection by a pro that knows what their looking at.  Your money is made or lost when you buy the property. It takes years of experience to figure out exactly what you are looking for and even then, things can still pop up. Start building a relationship with local contractors as your going to need them anyways.

Your PE engineer sounds like hes on the money.  It is very common for block walls to have water infiltration.  They then put drain tile in and each block has holes bored in each cavity at the base allowing them to drain into the drain tile.
