@Guyoz Golan take some time and define what "best" is for you. Are you looking for appreciation. or immediate cashflow? Maybe a combination of both? Just considering cashflow and appreciation can drive you to very different answers for "best", and very different regions of the US.
'A' properties are already great properties in great areas. There is usually very little opportunity for "forcing" appreciation by improving the property and/or operations. They're great for "Hands-off" investors who want little to no drama, and are willing to accept a little less return in exchange.
The #1 item I would consider first are the Landlord-Tenant laws where you are considering investing. If someone doesn't pay, how long does it take to evict? Are there rent controls? Mandatory Inspections? Any other restrictions or limitations on your operations? Overzealous government agencies trying to tell you what to do?
Cashflow vs appreciation, and then considering legal environment should greatly reduce your search.

Manufacturing it still big, but there are many more diversified employers.
Specialty and custom manufacturing is a growing sector. I'm not aware of much growth in "Assembly lines".
The healthcare servicing has developed a large presence.
Wright State, UD, Wright Patterson AFB, and Lexus-Nexus are still large employers.
I'm seeing a lot of small manufacturers and other businesses hiring employees.
In short, Dayton lost a couple large employers (GM, NCR), but is coming back with a lot of smaller employers, and a larger variety of industries.

Great cashflow in Ohio.
Low appreciation compared to CA.
Good Landlord-Tenant law.
Low price point to get in.
Challenging to get financing for lower priced homes (<$50,000)
Economy is just coming off the bottom in most areas. Signs of improvement all over the Dayton area. Prices are still correspondingly low.
Need good feet and eyes on the ground. Some neighborhoods will continue to struggle, even with the improving economy.
I see lots of out-of-state investors buy without visiting or understanding where they are buying. Those rarely work out well.
Plan a visit. Meet some local investors and potential team members.

Buddy's is twice as high as it should be. Should be around $5sf or less. It depends on the specific materials to be installed, and the PITA factor for the bathroom floor layout and any prep to regarding the existing flooring.
Unfortunately, I don't think my Dayton guy goes that far, but I will check with him. I'll PM you if he is interested.

@Karen Dayley, don't let a couple cranky people put you off.
If they were applying for one of my units, I would apply the same application standards I do for every applicant. I qualify every adult (18+) that will be residing there.
If they meet all your standards, they qualify.
