Hello @Carys Griffiths,

From my experience, the management fee is only on COLLECTED rent at 10%. Most Property Managers do charge for tenant renewal or the initial securing of the tenant (normally one full month rent). Some time the property management company requires you to have a $300 to $400 maintenance account for minor repairs. All repairs that are higher must be approved by the owner prior to work being initiated.  

I agree with @Stephen Anderson you need to question items on the contract that you have concerns about before you sign.
