@Robert Taylor look up BRRR strategy... you will find tons of information as to what you are trying to do. Normally for refinance it can take 6 to 12 months before you can take the cash out.

Hi @Tom Unger, welcome to BP. I also invest in Bay Point and have done some flips in that area in last couple of years.

@Brian Garlington, there are some decent areas in Bay Point and Pittsburg especially the areas close to Bart station.  I think they have plans to extend the e-bart to Brentwood but not sure when. With new E-Bart station in Antioch I think driving upto the station if you are in Discovery Bay or Brentwood will not be as bad as it was driving to BayPoint/Pittsburg Bart station.

@Dawn Heimann welcome to BP.  

I know some one in San Mateo who just bought another house in San Jose +900K and what she does is Airbnb. She has 4 properties and two of them were bought this year at over asking price. The last count that I recall was 14 people in one house. She even has sofa beds in living room that she rents out. Most of the people who are renting are new college grads working for startups/tech sector, out of state people who are in contract positions and people who have 3+ hr commute.
