Using your VA Loan for the multi house-hack would be a great strategy to use assuming your funding fee isn't outrageous. Maybe @Richard Dale-Mesaros can provide some input for you on best areas. What are you looking for as far as demographics in the specific location you want to live in? Why are you looking in that area you mentioned?

I agree with what @Russell Brazil is saying about inheriting the tenants and all their leases and rights. I also agree with what @Natalie Kolodij is saying about the tenant being the issue. They have a dog with issues that haven't been addressed. Now that you know what to expect (or not know what to expect) from that dog, ask them to keep the dog secured while you are there in the future for everyone's safety.

Would you be able to recoup the cost of the repairs over the remaining life of the building? If you can go from negative cashflow to positive $400 and able to recoup those costs I would think that would be a viable option. If you were to keep it at a negative cashflow, how long would that holding period be and at what cost to you? What would you build in it's place once you demo'd it? A similar type property? Is that the highest and best use of the land?
