Hi and welcome!! I'm no expert on wholesaling, but this book really helped me get a basic understanding of how it all works: http://get.biggerpockets.com/nomoneydown/. It includes a lot more than just wholesaling, but there are several chapters in it just on wholesaling. Might be worth looking at

What a great opportunity! This definitely opens up a lot of possibilities. I myself are currently researching Indianapolis considering purchasing a turnkey property there. Welcome!
There's a lot of different opinions out there on how you should go about when building your buyers list. Some suggest having 5000 buyers on it and blasting out a email to'em when you got something, while others just focus on a handful of buyers and give them a call personally when you have something they might be interested in.
In my opinion, the latter is what i'd suggest. Develop good relationships with the top players in your area who are serious and regularly pick up properties. Then, when you have something, you can simply give them a call saying you might have something they would be interested in. If their serious, and your deal is good, chances are they'll buy.
On the other hand, if you go with the first approach and build this massive list, you gotta spend a lot more time trying to unload a property due to contacting A LOT of unserious buyers, answering their calls, showing property, etc.
Both works and I have heard a lot of good arguments for both options, but developing good relationships with the serious players is what i'd suggest you give a try.
