Anyone have any references for good realtor and or property manager on Wilkes Barre area of PA?

I am looking at a buy and hold off Walnut behind the I-40. 2 separate units metered and set up that way. It is a small 2/1 on each floor with nice size yard and ample parking. Any idea what rent would go for in the area? 

HVAC and or general contractor that can work in Passaic county let me know.

I am looking to do private lending from my SDIRA across state to someone in New Jersey. Do I need to do research as far as state guidelines, do anything different when setting up the loan agreement? I will have first lien on their property as collateral written in the contract. It is a small amount set up for 3-5 year payment at 8% interest. Any other do's and don't? Thanks
