Have you confirmed the zoning will allow you to build 10-12 apartments? That's a step you hopefully already checked off during your due diligence period.

As both @Mason Hickman and @Dillon Cook mentioned, self managing is the preferred way to go. Check out the STR forum here on BP and you'll get lots of solid feedback on how to set up the listing, which tech stacks to use, and how to manage the day to day. Local handyman and cleaner are the two most important team members you'd have to go out and find. Other than that, it's not a huge time commitment.
Of course you may decide that you don't care about saving the 15-25% and just want to be completely hands off. If that's the case, make sure to vet your PM carefully and read any contracts thoroughly.

Your best bet would be to look into Indian Rocks Beach as they don't prohibit STR's. For the most part, all other beach towns in Pinellas County are tough on STR but there are still small zoning districts that do allow them. Working with a realtor who is up to dates with those rules and regulations is important.

@J-Ryan Stewart Do you mind going in a bit more on that? Are you saying if neighbors complain then anything under 7 days can become an issue in Hillsborough county outside of Tampa city limits or inside city limits as well?

@Ankur Ba As you said, Hillsborough is technically a 7 day minimum but not really enforced all to much. Another BP member, @Kristina Kuba, informed me that inside city limits of Tampa, there is nothing in the muni code restricting less than 7 day stays and I was able to confirm that.
Some municipalities in Pinellas County are a bit more stringent on STR rules even though the county itself allows nightly rentals.
Make sure you check to see if property is in HOA or deed restricted communities as those can cause troubles.

I'd just get quotes on quotes on quotes and then decide who you feel most confident in. I personally wouldn't be splitting up the work as that just sounds like a headache waiting to happen.
Only pool company I've worked with in the past is Larson's and they were very professional.
