I am biased but Rochester, NY has been ideal for the type of investing I wanted to do.
I wanted to have 15-20% cash on cash returns. This is extremely difficult in other areas of the NorthEast. This is a deal I am working on selling currently

@Aqil Dharamsey There are four units. Two are one bedroom apartments. One is a studio. There is a commercial unit as well. Gross Rents are $2,500 a month.

Depending on what you are looking for I would look into the City. If you are looking for cash flow I would consider the city of Rochester. You can purchase a property for 40-50k that makes $900 a month. It is a lot more risky, but if you can find the right tenants, it can be a game changer.
