Yah I doubt they are registered breeders providing genetic profiles etc but rather someone who thinks they can sell some puppies on craigslist (as if there aren't enough dogs in rescues with no home already).

Yah the 3x rule typically applies to higher end areas, many places go lower. If you have a nice pool of candidates consistently though and you can keep the place filled, than 3x the rent requirement makes sense as it's just another level of screening and can't hurt.

Preach it! Some cities as mentioned above make it to where it's easier to just pay the bill or bill them for it (in cases where it's billed to you quarterly), but I agree, I've never seen people use more water than tenants who aren't paying their water bill.

I've found that it ends up being around 8% but that's gonna varry as there are too many variables to make any broad statements.
