Not only can you not submit bids, but any ol' agent can't either. You'll need to use an agent with a brokerage who has gone through the process of registering with HUD.

Don't do it. Lol That's all I have to say about that. For 130K you can do way better than that area, both in terms of investment property numbers and quality of life, since you'll be occupying the property.

Stockbridge is really far from the city. It's Ok to invest in, but your property won't appreciate as much and less people want to live there than the cities within the perimeter. You can get similar cash flow in the closer suburbs. I saw a Duplex in Stone Mountain last week with an extra half bath around the same price that generated $1400 per month. Let me know if you want to see the listing and I'll forward it to you if it's still on the market.

What kind of work do you need done? And do they need to be licensed themselves? I have a really cheap guy who lives in Powder Springs that works for a licensed company but isn't licensed himself.

You can find that in many of the Atlanta suburbs. Are you looking to flip or buy and hold? The amount of cash flow you are looking for will greatly impact the areas you should target. I live in Cobb and even out here there's a big difference between investing in Smyrna and investing in Mableton.
