My guess is you either have galvanized pipes or something inside the spigot is starting to rust and it's flushing the rust out of the valve when you first turn the water on.

You also would not be able to do your own bank appraisals. Banks want arms length separation so they know that they are getting a true valuation on the property.
The banks I work with don't care about a home inspection. Having that skill though would help you to be a better judge of the work that needs done on a building.
