It sounds like the owner did the work and not pulled the PERMIT. So it's not to code per the city. Just wait out until the owner sees no other buyers waiting. Then give him a very low ball offer and wait or pass on. Note: do not ever fall in LOVE with the property.

I would suggest check with the title company on the status of the property before dumping it.

Send a letter to the owner of record that has a different address than the houses listed.

Did you do a Google on this company? This company is relatively new this year. There is a trial 7 day period and charges are $9 per month afterwards. My opinion I would not waste money on this.

Just check the local police and get the comparison from last year to current.
If Cook county and in city of Chicago, need to contact the Chicago building inspector for complaint. Before doing that is A/C central air provided according to lease? If not A/C, then window A/C unit provided according to lease? Check the lease carefully before taking any action.....
