verify that all contractors have a valid and current license. Pay a little more for an established and highly rated electrician, plumber, hvac guy.....Thumbtack or Craigslist may look cheaper, but in the long run, you'll thank me!

Makes no sense. Adding the numbers gets a total (320) higher than your ARV....why would you even consider?

You can normally research permits online in the county of question. If you find there is no valid permit, buyer beware! HML won't care, but if you go to sell it down the road, you could run into problems. I would do more DD, talk to the county, and make your decision.
