these roofers share each other's licenses all the time actually all the trades do.  Chances are he has a buddy that owes him a favor or he can pay someone to use their license.  This is reality and how it works.

I would tell him he needs to figure out a way to get it permitted maybe he has a buddy with license who can pull the permit and he can sub under him.  FYI -Lots of cities don't require a permit for roofing

Other option is just pull it as a homeowner like he suggested.   No reason to get all jacked up and call a lawyer when you already paid 70% better to try and work with the guy

You can tell if there is a meter by looking at the service line in the basement

You are probably on an unmetered account and pay a flat fee

You can put a meter on the property by submitting application on line however it will be a building meter not separate meters per unit

Most landlords in Chicago include the water in the rent but I can tell you from personal experience it can get expensive.

first - buyer beware

Second - sq footage is prob based on exterior measurement

I don't recommend.  

Finish the house, stage it, then put it on the market.  Do NOT let any potential buyers in if you can avoid it.   Make sure your finishes, floor plan and price are inline.   It's usually 1 of those 3 why houses don't sell quick
