I don't think a single reply implied or stated such horrible actions towards a cancer patient or someone with a vision disability, or any real legitimate disability. I understand you are saying to treat all ESA owners as legitimate, to err on the side of caution.
This topic is about people knowingly abusing the ESA part of the FHA and the ADA. Essentially committing fraud to be held to a more generous standard.
For example, People have "legally obtained" handicap parking placards, that technically do not legally qualify for them and under scrutiny would be found to be fraudulent.
Should we not try and stop people from abusing our generous standards that are meant for those that truly need it? Or just let people lie and cheat to get what they want?
Isaac, I don't think these are cold-blooded examples. I think this is one of the best ways to look at the specifics of the law.
No landlord would charge extra rent to a cancer patient because they *thought* there would be more hair in the drain.
No landlord would charge extra rent to a visually impaired person because they won't clean as well as a sighted person.
Therefore, with an ESA being a medical device, no landlord would charge someone for having one.

Paypal allows the sender to dispute the transfer, and could have a similar result. Venmo does not allow for dispute, they just tell you to request the funds back from the person you sent them to.
