I would say, first, go to the zoning department and figure out the allowable use for this space. Then, you can actually come up with an investment strategy.

I highly suggest that you truly focus on learning as much as possible by reading, listening to podcast and attend networking events. Next, start to think about your goals and the strategy you think will help you achieve them. Lastly, make sure you connect with a realtor and go see homes and run numbers even if you're not buying the house so you get better at running numbers and knowing what homes are worth.

Most very good and qualified contractors will charge a fee for coming out to do a walkthrough and putting together a detailed estimate for you. Since you do not own the house yet, the contractor needs to charge for their time and usually if you do get the house and work with that contractor they will credit that fee towards the project balance.
Once perhaps you build a solid relationship with the contractor they may come out for free.
